1         Project Scope.

1.1        Revision History

23 Jan 23:     First draft of Scope released to Project Delivery Team (PDT) for review.

17 Feb 23:    Updated to reflect current progress.

1.2        ID Customer Need or Request.

1.2.1       Customer.

The customers are geocache hunters in Nebraska, South Dakota, Minnesota, Iowa and beyond.

1.2.2       Request.

The customers are looking for:

  • An opportunity to find many of caches with a T5.0 rating.
  • Replacing caches by Static Tank and Geoboss (we have their permission).
  • Adventures in the great outdoors:
    • Boating.
    • Paddling.
    • Swimming.
    • Hiking.
    • Wildlife and bird watching.
    • Enjoying nature.
    • Picnic.
    • Socializing with other geocache hunters.
    • Relaxing.
    • Stargazing.
    • Camping.

1.3        Product Scope.

Product Scope is the definition of what the end state is to be. The product scope for the Get Your Goat Geocaching Outing project is:

  • Find many caches with a T5.0 rating.
  • Find eight or more icons in a single day.  Goat Island, Vermillion, and the surrounding area have traditional, multi, mysteries, virtuals, earthcaches, letterboxes, whereigos, and lab caches.  People can host event and CITOs too.
  • An opportunity to complete a bingo challenge in a single day.  Since all nine difficulty ratings are represented on Goat Island one can complete a bingo challenge using the T5.0 column on the Fizzy grid.
  • Have an outdoor adventure involving boating, kayaking, hiking, climbing, picnicking, and camping.
  • Introduce those wanting to give geocaching a try a prime opportunity to try it.  Let’s face it, finding caches through boating, kayaking, hiking, climbing, picnicking, and camping beats lifting lamp post skirts and looking under street signs any day.
  • Clear trash off of goat island.
  • Opportunities to meet and socialize with other cache hunters.
    • Meet and greet events in Yankton and Vermillion the Friday before the outing on Goat Island.
    • Picnic event on Goat Island on the Saturday of the outing on Goat Island.
    • CITO on Goat Island
    • Farewell events in Yankton and Vermillion the Sunday morning after the outing on Goat Island.
    • Camping events in the area for those staying at local camp grounds.
    • Other event caches that cache hunters would like to set up.

1.4        Project Scope.

Project Scope is the definition of what is needed to get to the end state defined in the Product Scope.

  • Before the field trip:
    • Plan the details necessary for this trip to succeed (i.e. this PMP).
    • Coordinate this effort with the National Park Service.
    • Set up a Facebook group to facilitate keeping participants informed (Complete).
    • Select a date for the trip (complete).
    • Arrange for t-shirt souvenirs.
    • Arrange for people to get onto and off the island.
      • Find those with boats and experience on this stretch of the Missouri River willing to transport people to and from the island (in progress).
      • Recommend some local outfitters for those who would like to make their own arrangements.
      • Contact the National Park Service to learn where they would like us to set up base camp.
      • Paddlers can launch from the Myron Grove boat landing and exit at the Clay County boat landing.
      • Boaters can launch and exit either at the Clay County or Brooky Bottom boat landings.
    • Find team members to help plan and execute the event.
      • Base camp monitors (can be a rotating schedule).
      • Event hosts.
      • Cache hunters to join us on the island (in progress).
  • Execute the Goat Island outing:
    • Set up event caches:
      • Meet and greet dinner events in Vermillion the night before the field trip to the island.
      • Breakfast event the morning of the field trip to the island.
      • A CITO event on Goat Island itself (hosting on the island justifies a T5.0 rating).
      • After party event when everyone gets back from the Island.
      • Farewell breakfast events in Vermillion on the morning after the field trip.
      • Camping events in the area at the campgrounds where cache hunters may be staying.
    • Set up a base camp station on the island to provide cache hunters with a safe place to:
      • Land and anchor boats, kayaks, and canoes.
      • Store the gear needed for water activities, but not for hunting caches (e.g. life jackets).
      • Refill canteens and water bottles with fresh drinking water.
      • Relieve themselves at a clean comfort station (i.e. camp toilets).
      • Rest in the shade, out of the sun.
      • Seek and receive first aid in case there are mishaps.
      • Check in when they arrive and check out when they leave (we don’t want to leave anyone behind).
      • Deposit trash for hauling off the island at the end of the day.
    • Hunt for caches on and around Goat Island.

1.5        Stakeholders and Stakeholder Issues.

1.5.1       Stakeholders.

There are three groups of stakeholders:

  • Hunters are the stakeholders who will be hunting geocaches on Goat Island.
  • Owners are the stakeholders responsible for maintaining Goat Island. In this case, it is the National Park Service.
  • Authorities are the stakeholders responsible for responding to emergencies on Goat Island. For this project, that includes the National Park Service, the local sheriff’s deputies, and emergency responders (fire department, ambulance services, and local hospitals).

1.5.2       Issues.

The table below lists all the stakeholders’ issues.
