Context:

At the time of this writing, the U.S. is experiencing an epidemic with the coronavirus and COVID-19 disease.  To protect public health, the authorities have close public places and forbade gatherings of people in groups larger than 10 individuals.  If these restrictions are still in place at the time of the excursion, then the field trip will need to be postponed or cancelled.  Hence the “Catastrophic” severity rating.

 

At the time of this writing, the CDC, WHO, and other health boards expects this epidemic will peak sometime between mid-April and early May.  If this epidemic peaks during that time, there is a good chance that the authorities will lift the restrictions for public health by the time this excursion is scheduled.  Hence the “Seldom” rating.
